The Provincial Nomination Program (PNP) allows provinces to nominate individuals who wish to immigrate to Canada and who are interested in settling in a particular province. Provincial Nomination is an important fast-track option for Canadian Permanent Residency.
Each Canadian province and one territory have their own unique Provincial Nomination Programs (except for Quebec, which has a different selection system).
Thus Provincial and territorial governments have been using these programs to more effectively and efficiently welcome newcomers to their region. Each PNP is tailored to the province's/territory's specific needs to select nominees who will be able to settle into life and work in the region and to effectively contribute to the community.
Participating provinces/territories sign agreements with Citizenship and Immigration Canada (CIC) that allow the provinces to directly select immigrants who meet the requirements they have established.
Applying to immigrate to Canada as a Provincial Nominee is a two-step process. Applications are first submitted to immigration authorities in the intended destination province, and once applicants are nominated, their applications must be submitted to federal immigration authorities.

There are many ways to immigrate to Canada as a Provincial Nominee, and each category has its own process for immigration. The following is a general overview of the Canadian Immigration Process for Provincial Nomination Programs:
  • Your completed application arrives at the Provincial Nominee Program office.
  • Your application is assessed by a Provincial Nominee Program Officer.
  • A personal interview is sometimes required.
  • Your application is submitted for federal approval at the Canadian Immigration Visa Office responsible for processing applications from your country of residence or nationality.
  • Medical Instructions are issued
  • Your passport is requested and the Right of Permanent Residence fee is due
  • Your Canadian Immigration (Permanent Resident) Visa is issued.

This will facilitate the workers to help province to fill critical labour shortages. The agreement will help Canada to attract the skilled international workers it needs to meet the needs of the Canadian economy which emerged from the global economic recession and thus will strengthen province’s ability to meet its labour market needs both today and in the future.
This agreement strengthens the partnership with the federal government and commitment to provide welcoming and inclusive communities and workplaces in provinces for newcomers. Immigrants coming to province not only enrich the social fabric, they also bring economic advantages, generate innovation, attract industries and workers, and spur economic growth.
Each provincial government choose immigrants/nominees according to the economic needs of the province following the standards and processes established by them. They will select the candidates who would be most likely to settle effectively into the economic and social life of the region. They are ready to establish themselves successfully as permanent residents in Canada.
